Heat 1 Tablespoon oil, then add the eggs and green onions. Scramble eggs until cooked through and lightly browned.
Stir in vegetables, rice and remaining oil. Increase heat slightly and cook until rice is crispy, about 5 minutes.
In a small bowl, combine the soy sauce and water. Pour the mixture over the rice. Continue cooking, stirring occasionally until the rice has absorbed all of the liquid, another 3 to 5 minutes.
Season with salt and pepper, if desired, and serve.
